Failure To Remove Exterior Debris

The HUD guideline on exterior debris removal is so simple that failure to follow the guidelines is almost a sure indication that the contractor is knowingly just not following the HUD guidelines. Although the most recent HUD guidelines do not devote much attention to debris removal, their directive on the matter is summed up in one sentence contained in Part 2 – Acceptable Conveyance Condition:

In addition, the property must be secured, the lawn maintained, winterized (as applicable), and interior and exterior debris must be removed with the property‟s interior maintained in broom-swept condition.

There’s not many exceptions in that statement: “interior and exterior debris must be removed.”

Removal of the debris to the curb for trash pickup is not acceptable. Throwing the debris into the neighbor’s yard is not acceptable. Throwing the debris onto an adjacent vacant lot is not acceptable.
